Can't buy elite luxon armor? - Guild Wars Forums

I have searched wiki but couldnt find anything so far (maybe im blind/retarded/both), but for some reason the NPC says I'm not a friend of the luxon armada. First I thought it was because I was in a kurzick guild, so i joined a luxon guild. But same problem: Im not a friend of luxon armada.. what to do?

You need your available Luxon faction to exceed your available Kurzick faction.
